Electoral Notices NOTICE OF POLLING DAY, IN pursuance o£ the Regulation of Elections Act, ISSI, I, Henry Damant, Returning Officer for the Electoral District of the Hutt, do hereby give notice that, by virtue of a writ bearing date the 27thday of June, ISS4, under the hand of the Clerk of the Writs, an election will be held for the return of one qualified person to serve as a member for the said Electoral District, aud that the Nomination of Candidates will take place at the Oddfellows’Hall, Lower Hutt, at noon, on the 10th day of duly, IBS4, and that the Poll, if necessary, will be taken at the several polling places of the said district on the 22nd day of July, ISS4. Under present circumstances it,is impossible to predict what parly will he in power after the new House meets.' I come forward as au independent candidate, pledged to no party, but willing to support that which is likely to be heat for the colony. We are very deeply in debt, and our expenditure during the last year has exceeded our income. We must retrench and adopt a course of strict economy. X think that the cost of the Civil Service may be materially reduced, aud especially a great saving effected with regard to the Native Office. The working of the Education Act coats far too much money. Whilst maintaining the principle of the Act, I would reduce the amount spent upon it, I am in favour of retaining the Legislative Council with its present constitution, hut I would abolish the payment to the members of that House, and reduce by one-halt tlie payment to the members of the Lower House. I am in favor of the State selling land on the deferred payment system. The price of the land should be low enough to enable the poorer settlers to take advantage of the system. X am not in favor of the theory which advo. cates the leasing only of the public estate. If such a system weie adopted, I fear settleis of means, with practical agricultural experience, would be deterred from coming to the colony. They would object to a new change from landlords elsewhere to landlords here. I am entirely opposed to the resumption by the Government of the pre-emptive right over native lands, I am opposed to further borrowing, except for most absolutely necessary purposes. The Main Trunk Line of Railway must be completed. Money must also be fouud for working the Roads and Bridges Construction Act. For this purpose the Government might borrow on the English market and lend to j local bodies at English rate of interest, taking proper security for repayment of principal aud interest.
