ALTERATION IN LONDON DOCK CHARGES. (Kuropcati Hail.) It Is no secret in commercial circles that for gomo time the Dock Companies of London have contemplated an Increase in their charges on shipping ; and wo have now received from them notice of some vor/ Important alterations to take effect on February li. Hitherto It has been their practice to assess the payment for tho discharge of vessels on their not register tonnage, in contradistinction to the custom at the outports, where the rate is levied on tho weight of goods discharged. The principal feature of the altorations now announced Is the assimilation of the London method to that of the outports. The practice of charging on the register tonnage of the vessel is a relict of the days of sailing ships, when tho difference between the gross and the register tonnage was almost nominal. But thn introduction of steam has produced an Important distinction between the two measurements —a distinction which has been continually on tho Increase, and has now become so notorious that tho register tonnage of any one of our groat ocean-going steamers 1b no indication of Us enormous carrying capacity, which not unfrcqucntly doubles that of the register. The ro'Ult has boon that for years tho receipts of the dock companies, which are deiivod from thoir rates for discharging cargoes and tho work actually done, has boon affected by tho serious divergence between tho two measurements, and their incorao has been further reduced by tho deductions claimed off the register tonnage on account of cabin spice, chain lockers, (lock-houses, water tanks, and other features of vessels propelled by steam. In addition to this, there is tho circumstance that tho skill of marine aichitects is stoa Hly devoted to Increase tho disproportion between the gross and tho register tonnage of vessels. Under tho circumstances, the dock companies have determined to abandon tho register as a basis of charge, and to adopt the more rational system of charging for tho work actually done, re*adjn.*ijing the present rates accordingly.
