HARBOR BOARD.

The ordinary fortnightly meeting of the Wellington Harbor Board was held at 3.30 p. m. yesterday. Present—Mr W. V. Jackson (Chairman), Captains Rose and Williams, Messrs W. H. Levie, E. Pearce, S. Lancaster, aud G. Fisher (Mayor). The minutes of the previous meeting, and also of a special meeting, were read and confirmed. 1 BALLAST JETTY. : .The Chairman stated that the arrangements in connection with Captain Williams’ application for permission to erect a ballast jetty at Evans’ Bay bad been completed, and that the necessary agreement was being drafted. • I THE TB ABO RECLAMATION. The , Chairman stated - that he and the Mayor had succeeded in making all the necessary arrangements for the reclamation of the Board’s grant of the Te Are foreshore by the City Council, and laid on the table a letter from the Town Clerk recapitulating the conditions and plans relating thereto. In reply to Captain, Williams, he stated that it might be necessary to carry; the reclamation to the north aide of the Queen’s Whvrf, in order to complete the street" right through to Custom House-quay./ The report was adopted. ACCOUNTS. - The Chairman stated that the credit in the Bank amounted to £1312 3s, including £IOOO and interest, being fixed deposit, which bad fallen in; The ordinary payments to be approved of amounted to £505 9s 2d, and progress payments on contracts to £679 13s 9d, making a total of £llßs 2a lid, : i ! ”, The accounts were passed. : iThe Harbormaster was authorised to procure a new boat for the pilot service, ‘ ■ MEMBERS. A letter was received from the Marine Department stating that Messrs- W. R. Williams, W; H. Levin, and -B. Pearce had been re-ap-pointed members of the Harbor. Board. ■ ' HEW SLIP.- ; . ’ Messrs Coffey . and Co. applied for leave , to occupy, under a fourteen-years’ lease, a" portion of the foreshore elf Clyde-quay, and enclosed a plan of the locality and copy of correspondence with the Marine Department on the subject. The applicants pointed out that their present: site was within the boundary of the proposed To Aro reclamation, and that they would have to vacate it as soon as the filling-in was commenced. ; They proposed to erect aslip 200 ft long, and extending 80ft from high watermark, -• The Chairman pointed out that the applicants were in precisely the same position as Captain Williams was. They would have to apply through Government, and, ; if both the Government and the Board approved, the lease might be granted. A number of members of tie Board spoke in favor of the application being granted, provided public interests were conserved. Mr-Fisher suggested that a rent of £lO, .equal to that charged to Captain Williams for his ballast wharf,, should, be charged. The Patent. Slip Company was receiving nearly £3OOO per annum, in place of paying anything. Mr Levin thought they should charge a fair rent, for they were really granting a monopoly by allowing the best site in the harbor to be occupied. . The Patent Slip received £2150. , Captain Williams failed to see how they wero.granting a monopoly, for there were other sites to be got, and it was quite likely that there would soon be opposition. .Besides, the expenditure of £3OOO oh ! the Board’s land was of importance to them. Mr Pearce failed to see why they should grant the lease for nothing. He proposed that £ls be charged the first seven years, aud £3O for the remainder of the term. . Mr Fisher proposed that the rent be £lO and £2O for the respective periods, but withdrew the amendment. ," Eventually It was agreed that there be no rent charged for the first year, £l6 per [annum lor tlo next six years, aud £3O per annum duiing the remainder of the terra. - meat preserving company. On the:notion of Mr Levin, it was resolved that a; frontage of 125 ft on Waterloo-quay, being part of Section I and Sections 5 and 6, be leased tc the Meat Export Company for twenty-one years, at a rent of £BO per annum, payable half-yearly in advance, all buildings to bo subject to the approval of the Board. NOTICE OP MOTION. The Chairman gave notice that at tbe next meeting of the Board he weald move—“ That Clause 2 of the Wharf Committee’s report, dated Ist Juno last, and adopted by the Board on the same date, be rescinded, and that the

following be adopted in lieu thereof : ’That from and after the Ist day of November, 1882, the outward wharfage dues, including labor, to be levied on all goods and merchandise shipped from the Qieen’s Wharf shall be at the rate of Is 31 per ton, instead of 2s 6d, as heretofore charged.’ ” The Board rose at 4.50 p m.
