Cherif Pasha, who resigned office as President of the Council of Ministers in Egypt on February 2, consequent upon a disagreement with the Chamber of Notables as to the latter’s increasing control over the Budget, has been recalled, and has again accepted the Premiership. The cab employed by the assassins of Lord Frederick Cavendish and Mr Burke has been tiaced, and proves an unlicensed vehicle. Arabi Pasha, the Minister of War, has summoned the reserves of the Egyptian Army in view of the probability of hostilities. There is a general exodus of Europeans from Cairo. It is announced that the Khedive is reconciled to the Ministry. In the event of the Turkish gendarmes being landed, the command will be vested in the Anglo-French authorities. A profound sensation has been created throughout the country by the exposure yesterday, in the Heuse of Commons, of Parnell’s offer to the Government to stop the outrages, and to support the Liberal party, on the conditions that the imprisoned “ suspects” should be immediately released, and that a measure providing for the surrender of arrears should be introduced into Parliament by the Government. Mr Gladstone denied that such a bargain had been made, but Forster read letters which had passed between the alleged contracting parties. Parnell’s offer to stop the outrages is held to make the Irish organisation, with which he has been prominently connected, largely responsible for the agrarian outrages which for so long a time have been frequent in Ireland. May 16. In the House of Commons last evening, Mr Gladstone introduced a Bill dealing with the arrears of rent due by the Irish tenantry. The measure provides that the tenants shall pay one year's rent; that the State shall give another, and that the landlords shall forego the balance of arrears. Such assistance is limited to farms of £2O rental, Griffiths’ valuation, on the tenants proving poverty, and the duration of the Act is to be three years. The representatives of the European Powers in Egypt have intimated to Arabi Pasha, Minister of War, that they consider him answerable for the present critical state of affairs in that country, and will hold him responsible for the safety of European residents in case of an outbreak against them on the part of Native population. Orders have been it'ued instructing the French army at present occupying Tunis to withdraw from that country. The action of the Government in this matter has provoked very adverse criticism in Paris, and public meetings have been held protesting against the evacuation being carried out. A petition for new trial of Charles Jules Guiteau, sentenced to (hath for the murder of the late General Garfield, Prerident of the United States, has been refused in Congress. On Thu’.tday, tbe Right Hon, Sir William Harcourt introduced a Bill for repression of crime in Ireland. The measure provides, where ordinary laws are powerless, that a Commission of three Judges shall try charges of treason, felony, murder, attacks upon houses, &c., without jury. The property in inculpate d districts is to be levied upon for cost of such trials. The Act is to operate for a period of three years. The severity of its provisions is unequalled. The Tories approve of it, but the Land Leaguers, both moderate and extreme, are astounded, and denounce the Bill. Provision is made for an appeal against the Judges’ decisions.’ Alien Acts are to be revised and amended to facilitate expulsion of dangerous foreigners; newspapers inciting to acts of violence are to be summarily suppressed,-and compensation is to be exacted in places of murder, mutilation, or damage to property. May 17.

Sir Alexander Galt, K.U.M.G., High Commissioner for the Dominion of Canada in London, has resigned his appointment. The Director of the Ring Theatre, Zauner, and two of bis subordinate workmen, have been convicted at Vienna for criminal carelessness in connection with the burning of the Ring Theatre, and sentenced—the former to four and the latter to eight months’ imprisonment. The other defendants implicated in the calamity were acquitted. May 17. The insurance money on ship Loch Maree, which vessel left Geelong wheat-laden several months ago and has not since been heard of, has been paid. An exodus of Europeans is taking place at Cairo owing to the. Egyptian troubles.
