General Skobelolf, who took a prominent part in the KUivan campaign, has been ap pointed to succeed General Tergoussakoff ic the command of the Russian armies in Central Asia.

Mr. Thomas Brassey, M.P. for Hastings, in a paper read at the Bradford Chamber of Commerce, on the Colonial Empire, commented on the value and great increase of the colonial trade, aud spoke of the colonies as a splendid field for laborers and small capitalists. He condemned the remissness of England in not promoting the defence of the colonies, and said that coaling stations were urgently required, and also dock accommodation. He eulogised the recent action of the colony of Victoria in providing defence, and advocated the formation of a Federal Council representing England and the colonies.
