Se 'retary ; - Mr. William Wylie. : This Association is p jmoted with the object of securing for its members freehold farms in the Waimate Plains (or some other suitable locality) on the most favorable terms and conditions, with a view of supplying, to some extent, the great and increasing demand foreman holdings for bona fide settlement. As soon as the block is decided'upon, and the pre ■ liminaries arranged, it will be surveyed into sections of limited area and apportioned, by lot or otherwise, according to rules to be. agreed upon at a general meeting of the subscribing members of the proposed Association, in selections of a minimum value of One Hundre Pounds (£100) sterling, and a maximum valu o Four Hundred Pounds (£400) sterling. The Provisional Directors will endeavor, to induce the Government to grant to members of the Association such modifications of the land on deferred-payment clauses of the Land Act, 1867, as may facilitate occupation by bona fide settlers and subscribers without necessitating strict compliance with the present provisions of those clauses. The Provisional Directors will also endeavor to make provisions for ample reserves for religions, educational, recreation, and public health purposes, as suggested by the Minister of Lands; to the deputation which lately waited upon ! the Government with the view of bringing this scheme under their notice and favorable consideration. T_e p-yments are to be computed on some well-defined, liberal, and easily-understood system of deferred payments, to be made by instalments extending over a period of, say not less than ten (10) years. Each subscribing mem-, her will be required to deposit a sum equal to ten per centum of the total value of the-share of land he applies for before his application can be entertained, and a further payment of two per centum per month on said total value, until such time as the block to be applied for is acquired by the Association, and possession can. be given to applicants, or until such time as the Association shall make arrangements with the Government for allotting land to the subscribers, provided always that such monthly payments of two per centum do not exteni to a further period than six mouths from dat eof application. All moneys received are to be paid into the Colonial Bank of New Zealand to the Association’s account, to be opened in the. name of the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to be made by cheque against such account without the authority and signatures of the Treasurer, one of the Trustees, and three Directors, being first obtained. Agents, or Acting-Directors, for the Association, will also be appointed in alt the centres of population throughout the provincial district as soon as practicable. As soon as, in the opinion of the Provisional Directory a sufficient number of shares are applied for, a general meeting of subscribing members will be called for the purpose of passing and adopting permanent rules and.by.-laws or Articles of Association for the future guidance of the Association, and also for the election of a permanent Board of Directors and Management. If the Provi-ional Directors are unable to make satisfactory arrangements with the Government, or if from any other cause they find that they are unable to carry out the scheme suggested by his prospectus, they may return to each subscriber the amount of his subscription with accrued interest, less his share of the expense or liabilities then incurred. As it is of the utmost importance and imperatively necessary that no time should .he lost in organising the business of the Association, the Provisional Directory, therefore, stipulate that the list of subscribing members should be finally closed not later than the 31st January, 1880.
