The Registrar General's report on the vital statistics of the Boroughs of Auckland, Thames, Wellington, Nelson, Christchurch, Dunedin, and Hokitika for March has been published. The total births during the period were 270, the deaths 128. The proportion of deaths was highest in Nelson, being2'7s to the 1000 of population. There were 55 births and 22 deaths in Wellington. The deaths from zymotic diseases were 11 less in number than in July. Deaths from typhoid fell from 10 in July to 5 in August. The deaths from local diseases show an increase of 9 on the number in July. Of these the deaths from diseases of the nervous system show an increase of 5; and the deaths from diseases of the respiratory organs an increase of 12 (this last increase being attributable to the increase in the deaths from pneumonia and congestion of the lungs); while the deaths from diseases of the organs of circulation were 2 in August to 7 in July. Develop-' mental diseases were 17 in August to 25 in July. The following are the proposed new clauses in the Abolition of Provinces Bill : —2B. (1) Section 17 of the Constitution Act is hereby repealed. (2) It shall not be lawful for the Superintendent of any province to convene the Provincial Council thereof, or for any Provincial Council to meet in session before the day next alter the last day of the first session

of the next or sixth Parliament of New Zealand.—29. No contract or engagement made or entered into after the 15th day of September, 1875, by the Superintendent of any province as such Superintendent, whereby or in respect whereof any public money exceeding in amount £IOO shall or may became payable, shall have any force or effect unless the money required to meet the expenditure to be thereby incurred has been duly appropriated, and the Governor shall have been satisfied previously to the making or entering into such contract or engagement that the provincial revenue receivable before the 30th day of June, 1876, will be sufficient to meet such expenditure.— 30. Sections 28 and 29 of this Act shall come into operation on the day on which it is assented to by the Governor in the name and on behalf of her Majesty, and the remaining sections of this Act shall come into operation on the day next after the last day of the first session of the next or sixth Parliament of New Zealand.
