TO THE EDITOR. Sm,—Another manifesto from Sir G. Grey appeared in your Monday's issue. Sir George thinks that Provincial Councils represent the people more fully than the House of .Representatives; and ho also thinks that elected Superintendents more fully represent the people than the Governor, who is nominated by tho Crown, the head and representative of all parties in a limited monarchy. Sir George fails to see that a Superintendent is a partizan elected by a party only in the province, but that the Governor is above all parties. Ho comes to the colony as the unbiased representative of the Crown, who recalls him if he discovers any leaning to partisanship. Sir George also falls to see that the House of Representatives has lost none of its representative character because its Acts arc reviewed by a second chamber, which sometimes makes it pause and reconsider its hasty legislation. t . . , , If the Legislative Council was the creator instead of the creature of the popular branch of Parliament, there might bo sonic foundation for an opinion that it is less truly representative of the people than a Provincial Council that has no second chamber to review its Acts, to prevent hasty and inconsiderate legislation, such as the Provincial Councils of the colony frequently perpetrate. —I am, &c., VV.
