Ministerial crises in Spain are spoken of, and changes are anticipated. In the military department, General Zabala will probably be superseded as Commander-in-Chief by Moriones. Military operations of late have been mainly in favor of the Carlists. They dominate in several of the northern provinces, levy taxes and Customs duties, destroy railways, murder prisoners, and surprise weakly-defended towns. Laguardia, in Navarre, was captured by introducing sixty Carlists disguised as muleteers, with rifles hidden in carts. This baud possessed themselves of the gate and admitted their comrades. On the 17th August, Leo d’Urgel was treacherously surrendered to Tristany, the commandant was shot, and 405 soldiers and twenty old guns taken; the captors also recovered possession of 40,600 piastres paid to the betrayers of the fortress. The Bishop of Urgel was implicated in the surrender. The Carlists then proceeded to Piugoerda, which has been beseiged and bombarded since the 21st of August, while bands under Miret, Saballs, and Tristany have hovered near to intercept Republican reinforcements. The resistance of the town is brave, and the Carlists suffer much from shells and sorties. Haro, Alcaniz, and Callabora, have, been seized by Carlist bands. Meanwhile preparations are proceeding for another great struggle between the main armies. General Zabala, after re-victualling Vittoria, returned to Miratua, where he is organising a combined attack on Estella with Moriones, who remains at Oteza, watched by Carlists, who are between him and Stella. The new levy is proceeding satisfactorily, and the army of the north is being rapidly reinforced.
