THE FORMATION OF STREETS.
TO Tim EDITOR. Sib, —1£ a "Ratepayer" will turn to the fifth column of the page of the Times, in which he bewails his forlorn condition, he will find an advertisement from tho City Surveyor, calling for tenders for the formation of certain streets. The residents in these streets will pay one half the cost of formation, and the City Council will pay the other half. Tho ratepayers in any street of tho City can be accommodated upon the same terms, and it is upon these terms that the Wellington Building Company have asked the assistance of the Council. The street to be thus formed will be fifty feet in width, and will connect two of the most important streets in the locality. Now, although Martin Street is a cul-de-sac, and therefore leads nowhere, I have no doubt the Council will carry out their uniform custom and advance one-half of the cost of formation, if the ratepayers of that blind alley, instead of sniveling to Jove for help, will put their hands in their breeches pockets for the other moiety.— I am, Ac., Another Ratepayer.
