The City Council’s draft revision of the old by-law leaves the section relating to fire-escapes in lieepsed .'buildings .;;; practically unaltered. v It appears that although it "is incumbent- on a licensee or ;oWner to provide a fire-escape, the section which passed last -night in the revised i by-laws gives the licensee a chance by ; ;saying he shall proceed do erect the. fire- > escape when ordex*ed to do so by the inspector. Councillor Shirtcliffe asked if it was not an offence for the owner of a building to have no fire-escape, even though he had not been warned by an inspector, but Cduncillqrs remarked that ; the section had stood in the past, and therefore it should still _|stand. M. Mangin, who for the last fifteen years was the chief director of the orchestra at the Paris Opera, died suddenly at the end of May from the bursting of a hlopd-vessel in the brain.
