The following memorandum has been forwarded to the TJnder-Seci’etary of the Colonial Secretary’s Department by the Secretary of the Post and Telegraph Department:—“lt has been decided that 'collect 5 -, telegrams for any Minister of the Crown or heads of departments are no longer to be accepted unless specially authorised by this office. Will you be good enough to note this, and advise the several departments.” Copies of the memorandum have been forwarded to heads of departments.
