The following memorandum has been forwarded to the TJnder-Seci’etary of the Colonial Secretary’s Department by the Secretary of the Post and Telegraph Department:—“lt has been decided that 'collect 5 -, telegrams for any Minister of the Crown or heads of departments are no longer to be accepted unless specially authorised by this office.
