MELBOURNE, August 15. The Federal Premier, Mr Deakin, has received a cable message from Mr Lyttelton, Secretary of State for the Colonies, giving the new regulations framed by the German Government for the administration of the Marshall Islands. -A Commercial firms established there are to pay a trading tax of 6000 marks annually. This will be the only tax on commerce. The Imperial Commissioner at Jaludt is instructed to assist merchants to conclude leases of land from the natives for trading stations. ~ A tax of 2000 marks yearly is to be Imposed on ships engaged in trade on behalf "of commercial firms not established in .the islands. The Caroline Islands are to be thrown open on October Ist, the dues to be those according to an ordinance of August Bth, 1904.
