A SECRET REPORT

ST. PETERSBURG, August 14.

Part translations are now being circulated in Finland of a secret report made to the Czar by General Bobrikoff, Governor-General of Finland (who was assassinated in June, 1904), giving an account of his stewardship up to 1902. The report foreshadowed the possibility of a large concentration of troops in -Finland, and proposed the building of a second railway from St. Petersburg to Helsingfors. This is interpreted as being ultimately aimed at Scandinavia. \
