THE TRANSVAAL.
SCHEME FOR REPRESENTATIVE GOVERNMENT. CAPETOWN, December 29. A Dutch journal published in Pretoria states that the Boer leaders, after conferring with Lord Milner, High Commissioner for South Africa, rejected his scheme for representative government, including the appointment of twentyfive elective and twelve nominated members, the leaders declaring that the enfranchisement must be commensurate, as the Boers had a permanent stake in the country.
Though the conference was abortive, the relations betAA-een Lord Milner and the Boer leaders are reported to be less frigid.
