English and French newspapers welcome the Frenclx-British Arbitration Treaty. The policy of the new Queensland Government is one of rigid economy. The High Court of Australia held its first sitting in Sydney on Thursday. It is said that there are 100,000 Russian troops in and around Port Arthur. An arbitration agreement lias been signed between Great Britain and France. The exodus of Japanese from Manchuria continues. . . The Armenian Archbishop of Tiflis nas been arrested for denouncing the Czar. The reconstruction of the British Cabinet has been completed. The Marquis of Londonderry has been appointed Lord President of the Council. Serious fighting has lately taken place between Bulgarians and Turkish . soldiery. Advices received in England show that the outlook in the Far East is more pacific. An important speech has been delivered by Sir Henry Fowler on the fiscal controversy in Great Britain. The Japanese Minister in London declares that there is no immediate prospect of war in the Far East. Lord Rosebery delivered a speech at Sheffield strongly combating Mr Chamberlain's preferential trade proposals. The editors of certain Socialist newspapers in Germany have been sent to prison*
