In the course of a speech at Birmingham, Earl Spenoer spoke in a pessimistic strain upon the recent divergences between the Nationalists and the Liberals, and also upon the Nationalists arousing the antipathy of the English people during the Boer war. Pie recognised that Ireland would only ho satisfied with self-government, but declared that such a measure was very distant. His consistent belied was that it was likelier the Unionists would carry such a measure than the Liberals.
