LONDON, March 2.
The ‘‘Daily Chronicle” expresses the "belief that the Government, after dealing with the Irish Land Purchase Bill, will introduce a Catho-lio University Bill and also such measures for Irish self-gov-ernment as would, if Liberals introduced them, he called Homo Buie. “Thus,” adds the “Chronicle,” “the Liberals will-he relieved of a responsibility which is weighing upon them like an incubus.'"' In the course of a speech at Birmingham, Earl Spenoer spoke in a pessimistic strain upon the recent divergences between the Nationalists and the Liberals, and also upon the Nationalists arousing the antipathy of the English people during the Boer war. Pie recognised that Ireland would only ho satisfied with self-government, but declared that such a measure was very distant. His consistent belied was that it was likelier the Unionists would carry such a measure than the Liberals.
