THE PANAMA CANAL
PROVISIONS OF THE TREATY. WASHINGTON, January 24. The Panama Canal Treaty has been signed and referred to the Foreign Relations Committee of the Senate. It provides that America shall pay ten million dollars in gold and thereafter an annuity of a quarter of a million dollars x Instead of the offer of Mr Hay, Secretary of State, of a hundred thousand dollars for the lease of a zone six miles wide bordering the canal, America is given the right to protect by military force such zone if Colombia is unable to do so. The treaty provides for the lease of the canal for a century, reneAvablo at America’s option. Colombia, lioavever, is to have a A’oice in that matter. The control of the Avaters from Colon to Panama is vested im America in order to ensure the working of the canal and America’s extra territorial jurisdiction AA'ith regard to streams pertaining to tho canal is to be unquestioned. Tho port dues arc to go to America in consideration for the payment cf tho annuity.
