Mr Horace E. Collett, Stock Inspector for the Bay of Plenty district, who died in Auckland a few days ago, was an enthusiastic volunteer. He had. been in the Stock Department for twenty years, and while acting as rabbit inspector for the Awatere Rabbit Board, he held a commission in the Marlborough Hussars. Leaving Awatere, he was transferred to Kaikoura, - and successively to Opotiki and Tauranga. The Civil Service regulations for the Commonwealth aspire to a standard of morality whieh it is to be hoped may he approximately observed. For instance, officers are forbidden to accept any testimonial or address “without the sanction in writing of the responsible Minister”; they are forbidden to “seek the influence or interest of any person in order to obtain promotion, removal or other advantage”; and they are “expressly forbidden to publicly discuss or in any way promote political movements,” and they are further forbidden to fuse for political purposes information gained by them in the course of duty*
