A scene oocurred in the House of Commons early last month on the acknowledgment by the First Lord of the Admiralty that a seaman belonging to the first-class battleship Resolution had been sentenced to a fort* night's confinement and deprived of his good oonduot stripe for wearing the shamrock on St. Patrick's Day in disobedience to orders. Mr Goschen explained that it was a matter of discipline, to which Mr Eedmond hotly replied and was oallei to order by the Speaker. Mr Redmond, however, persisted, and was again reproved by the Speaker, who declared that his conduot was grossly dis« orderly. Mr Redmond refused to resume his seat, and said that at the risk of being disorderly he must denounce as an outrage the sentence inflicted. The Speaker again drew the attention of the House to Mr Redmond's conduct, and oalled upon him to withdraw, but the protesting member did not leave hia seat until the Sergeant-at-Arms advanced, when he yielded and followed that officer out of the Chamber, repeating " It is an outrage.
