St. Petersburg, February 3. The @zar Has informed the Sultan that Russia will Withdraw f'rdtrl arty further initiative in regard tb' affairs at Constantinople if Turky persists in her dpp'ofeMoti to the appointment of Prince George of Greece as Governor of Crete. Constantinople, February 3. The Bulgarian Government has sent a strong protest to the Porte, demanding that the oppression of the Macedonian frontier population be terminated. A request is also made for the dismissal of the Turkish officials guilty of the recent outrages at Uskub (otherwise knbWn as Skopia, a large town on the railway line running from Salonika into Europe), where 33 persons were tortured. ‘ London, February 3. The Standard says it is clear that Prince Ferdinand of Bulgaria sees an opportunity for supporting Russia. It is reported from Constantinople that Russia, England and France have resolved upon the appointment of Prince George of Greece as Governor of Crete# iE necessary without the Sultan’s consent or against the opposition of other Powers.
