Paris, November 3. The Czar having placed a wreath on the late President Carnot's tomb during his visit to France, M. Meline, the Premier, has communicated with the Czar to the <effect that France is much touched by the attention shown to the memory of the deceased statesman, who was the first to work for fruitful union with Russia. Rome, November 8. A Sicilian named Canzoneri, who was sentenced for murder, has been proved to be innocent, after serving fifteen years in the galleys, and has been liberated. Berlin, November 8. A German expedition in New Guinea has discovered a navigible river near Bismarck, running through a populated plain for 200 miles.
