Washington, February 4. Mr Benjamin Harrison refuses to be nominated as the Republican candidate for- tile Presidency. Mr Harrison’s withdrawal will not affect the Presidential election, Mr Reed and Mr McKinley still being left for the Republicans to choose from. The Foreign Affairs Committee of the House of Representatives has considered the speeches delivered in England by Mr Bayard, Ambassador to Great Britain, in regard to the domestic policy of the United States, also full letters by him in explanation.
The chairman states that a vote of censure has been passed on Mr Bayard ; also that full reports of his speeches and the committee's resolution will be submitted to Congress in a few days. The vote of the committee is regarded as a party one, and it is unlikely that the President will recognise the report. The cablegram sent towards the end of December to the effect that the Foreign Affairs Committee had reported in favour of Mr Bayard was sent in error, it having then only decided in favour of investigating the matter. Washington, February G. The loan has been subscribed iivefold at par to 119. The bulk goes to laige tenderers at 110. The Foreign Committee of the Senate recommends that the rights of the Cuban insurgents as belligerents be recognised by the United States. Washington, February 8. Mr R. Olney, Secretary of State, has pointedly advised the Venezuelan Government to resume relations with Great Britain for reparation over the disagreeable oceurreuce which took place in January, 1895, when the Venezuelans arrested the police at a small post situated near the continence of the rivers Cuyuni and Yurnani in the colony of British Guiana and close to the boundary, an act which led to the Anglo-American crisis. New York. February o. It is suggested that a congress of the American Republics should be convened to clearly define and endorse the Monroe Doctrine. The New York Herald says that England has decided to give up the island of Trinidad to Brazil.
New York, February 7. Chili, the Argentine Republic, and Uruguay are re-organising their defences. New York, February 0. Harry Eversfield, the actor, has committed suicide in New York.
