THE EUROPEAN SITUATION.
Paris, March 6. In the Chamber of Deputies ,a mild sensation was caused by a speech delivered by M. Jules Roche. regarding the army votes. He urged the Government not to stop at financial sacrifice, and pointed out that since 1887 the Gerinan military expenditure exceeded that , of France by eight millions, and had secured a permanent and effective condition of things in Germany. The danger was, he thought, that Franco would soon possess reserves and no soldiers. Berlin, March 6. Emperor William, addressing the recruits in the army, said: —" You are bound to give up your whole life to me. Our navy is small, but stronger than others in discipline. Thus, with hope in God, shall we destroy the enemy.” London, March 7. The forecast published by the Pall Mall Gazette towards the end of January last, that the Admiralty proposed to build four first-class cruisers, four of the secbnd-class and two of the third-class, 20 torpedo boats, and 20 torpedo destroyers, is confirmed. ? The cost is estimated at 61 millions sterling. ;
