It lias been well said by a Southern contemporary that the Bulgarian horrors were followed by the establishment of the Bulgarian Principality. That was done primarily by the sword of Russia. In the Armenian instance the European Powers are discussing the business seriously. They are aware that when they unduly prolonged their serious discussions over the Bulgarian horrors Russia declared war. They will therefore have a spur to their enterprise, the knowledge of which was in the older instance wanting. . It will not be surprising in the Armenian' case to find a new buffer State erected without any drawing of swords. The Powers are, it must be borne in mind, bound by treaty to see that Armenia is well-governed. They are remembering the fact, and they know that one Power has given a very striking proof that it will not be satisfied without real reform on a permanent basis.
