HOME RULE.
London, May 10. In Committee to-day, Mr Thomas W. Russell, M.P. for Tyrone, moved an amendment to abolish the provision made in the Homo. Rule Bill for a second chamber, and declared that it would only result in useless discussion. Mr Gladstone, in reply, said the Nationalists approved the clause, and the experience of the colonies justified a second chamber. Mr Davitt will not return to Parliament this session. London, May 11. Mr Russell's amendment, to the Home Rule Bill, abolishing a second chamber in the Irish Parliament, was defeated by a majority of fifty-nine. Mr Gladstone declared the upper chamber had added to the dignity and stability of the colonies, which did not desire its abolition. London, May 12. i Mr Gladstone made a vehement attack on Mr Chamberlain for accusing the Government of withholding an adequate description of their policy. He declared that he had given a full and explicit explanation in proportion to the stage the Bill,had reached. Much angry feeling was displayed, and the evening was wasted. In Committee on the Irish Home Rule Bill, clause one, providing for a Legislature in Ireland consisting of Her Majesty the Queen and two HousesLegislative Council and Legislative Assembly—was passed on a division, by a majority of forty-two. The discussion on on this clause has lasted the greater part of a week. Sir Robert Hamilton, late Governor of Tasmania, in ah article in The Speaker, declares that the administration of the Government in Ireland is at the root of the hostility of a section of the English people against the granting of autonomy. London, May 15. The Fenian Council in Cork has denounced the Clan-na-Gael, owing to the latter approving autonomy. The Fenian circular declares that the Home Rule Bill surrenders the national rights. London, May 16. In the House of Commons, an amendment, moved by Mr Victor C. W. Cavendish, expressly defining the powers of the Irish Parliament, was rejected by 47.
