PROPOSED CIVIL SERVICE BILL.
INTENTIONS OF THE GOVERNMENT. A SCHEME OF INSURANCE. The Civil Service Bill which Has been under preparation by the Public Service Association is now completed, and embodies the modifications suggested by them in the system of classification. They have also furnished an estimate of the amount of the increasesarising under this classification. The Government have their own Civil Service Bill in an almost complete state. Amongst other things it will include provision for enabling the Government Insurance Department to establish a system of annuities and insurance for the Service. The Government measure differs in some important respects from the one prepared by the Public Service Associat on. Under the Government Bill every person in the permanent employ of the Government will be brought within the scoj e of the term ‘Civil Service,’ and railway emuloyes, labourers regularly employed upon (he permanent way, school teachers, police, and messengers will take r n!c as Civil sirvants As soon as their measure is quite ready the Government will submit it to the Public Service Assooia tion for their consideration. If the differences between the two measures cannot be reconciled, the Colonial Treasurer will probably lay the Bill prepared by the Public Service Association on the table of the House, and at the same time will introduce the Government Bill, and leave the House in committee to judge fairly between their respective provisions. If it is thought that the provisions of the Bill drafted by the Public Service Association are preferable to those drawn up by the Government, they can be moved in committee by any member of the H onse in substitution for those contained in the Government Bill.
