MINISTERIAL CHANGES.
The Ministerial changes announced in another column are governed by the fact that the Native Land Courts ought properly to be included in the Department of Justice. It has been felt and acknowledged by successive Ministries that the separation was, for obvious reasons, an anomaly. To remove these Courts from the department of the Native Minister would be also an anomaly. An amalgamation curing one] anomaly by creating another would scarcely be an improvement. The amalgamation of the Justice and Native Departments is the only method of meeting the difficulty. The time has come for that amalgamation, the business of the Native Department having fallen bo comparatively small proportions. There fore the Native Minister becomes Minister of Justice also, and tln-re is a re-arrangement of portfolios. The change is, we feel sure, for the above reason, for the public benefit.
