The Novosti expresses the hope that M. de Giers will improve the feeling between Russia and Germany, as general European peace is desired. In consequence of the interview between M. de Giers and the German Emperor, Russian stock fell. * The Russian Government has ordered half a million pounds of soldier’s biscuits to be ready by January. It is reported that the Emperor Francis suggested to Emperor William of Germany, King Humbert of Italy, and tlio Czar of Russia that they should agree to a cessation of armaments. Berne, November 24. The Swiss Government is fortifying the Valley of the Rhone with mines, and also the roads to the Alps, and is expending large sums on the purchase of munitions of war. Berlin, November 25. M. De Gier, Russian Foreign Minister, had a twenty minutes’ interview with the Emperor. Paris, November 24. The visit of M. de Giers, Russian Minister of Foreign Affairs, evoked little enthusiasm in Paris. The object of M. do Giers’ visit to Berlin is to allay the feelings of Emperor William, and pave the way for improved relations between Russia and Germany. Paris, November 25. The Archbishop of Aix was fined 3000 francs for insulting M. Clement A. Fallieres, Minister of Justice and Worship. Madrid, November 24. Senhor del Canovas lias, succeeded in reconstructing the Cabinet, but the new Ministry is considered weak.
