The Portuguese Ministry has resigned. London, April 15. It is stated that H. M. Stanley will be appointed Governor of the Congo after his visit to Australia in September. Later. It is stated that H. M. Stanley will not be appointed Governor of the Congo, but that he will make a tour of exploration through that region on his return from Australia,
Capetown, April 16. It is rumoured that in. the brush with the Portuguese at Massikesse the British suffered a defeat.
