POSTAL ARRANGEMENTS
Sir, —There is one thing among others in the present postiil arrangements which I think deserves the consideration of the Postmaster-General, and it is this : It seems to me, as one of the public, and one who has many papers and packets constantly coming to mo, that there should be some arrangement made so that every pettyfogging postmaster would bo prevented opening one’s papers, etc., as is certainly done under the present state of things. I have known packets of photographs to bo opened by the postoffice officials for the purpose of seeing if thero were no letters enclosed ; the same with newspapers. lam informed that if a packet of photos., or a newspaper was posted at the Blulf to a party at Russell, every office they went through could open them, for the reason given above. Cannot this, especially in the case of photos., be remedied by the photographers mak ing a declaration or paying a little extra. I merely throw out tho hint. —I am, &0., Citizen.
