THE ELECTORAL DEBATE.
The much-looked-forward-to debate on the Representation Bill duly opened last Friday evening. Mr Hislop, in moving the second read-
itig of the> Bill, made a very clear exposition of its principle and working, but evidently many members faded to follow his chain of reasoning, for most of the subsequent speakers who opposed the measure addressed their adverse arguments rather to something which they had imagined he was going to propose than to ay hat he actually did ptit before them. Mr Ballance, who led the opposition to-the Bill, was frequently applauded, and manifestly had the sympathy of a large number of members, as also had Mr W. P. Reeves, who made a long but able speech against the measure, yet apparently had missed some of the prominent points put by the mover. The other speeches were unimportant. _
