Herbette, the French, Ambassador, announcing that the Procureur of Nancy reports that the arrest of M. Schnabell was made on French territory. The evidence on the subject is of a contradictory nature. ; > The Parisian press generally consider that the credit of 170,000,000 marks granted by the Reichstag for the German army is for the purpose ot establishing a strategic railway on the western frontier. Berlin, April 23. The inquiry regarding Commissioner Schnabell is now proceeding at Metz. Paris, April 23. It is understood in diplomatic circles that the German Ambassador here has renewed a request for pacific assurances on the part of the French Government. Berlin, April 25. The North German Gazette of todav publishes a statement from reliable sources that the French Commissioner Schnabell was arrested on German territory on a charge of treason and intriguing in Alsace, and that his arrest was decided upon after convincing proofs of his guilt had been obtained. Rome, April 25. His Holiness the Pope has offered to mediate between France and Germanv relative to the arrest of Commissioner Schnabell.
