Herbette, the French, Ambassador, announcing that the Procureur of Nancy reports that the arrest of M. Schnabell was made on French territory. The evidence on the subject is of a contradictory nature. ; > The Parisian press generally consider that the credit of 170,000,000 marks granted by the Reichstag for the German army is for the purpose ot establishing a strategic railway on the western frontier. Berlin, April 23. The inquiry regarding Commissioner Schnabell is now proceeding at Metz. Paris, April 23.
