R. P.Deighton. —“Cloture,’ a French word, has an English form with the same meaning in the word “closure.” It is derived directly from the French verb ‘ clore ”to close or shut. The English word closure has a definite meaning “ That which ends,” “ A conclusion,” and is an absolute equivalent of the French word ddture In a parliamentary sense either word signifies the action of definitely terminating a debate.
