Sir,— With regard to a paragraph which states that “ Sir Julius Vogel, on behalf of the Treasury Department, made a presentation to Mr W. Best,” may I ask is this correct ? or should it read on behalf of the whole of the Government Departments ? And, further, whether the majority of the subscribers to the testimonial were notified that the presentation was about to take place, or had any opportunity afforded them of seeing what was, in fact, their own gift, and of contributing their heartfelt good wishes to their universally respected and highly esteemed fellow - worker of many years, which such an opportunity would have afforded them 5 and of which they were led to expect that the common courtesy which is supposed to exist between one man and his fellow would not have deprived them ?—I am, &c., Quo Warranto ? Wellington, sth October. [We have received several letters on this subject, not intended for publication, complaining very strongly of the course pursued in this matter.—Ed. N.Z. M.j 1
