Russian military authorities ate not accustomed altogether to disregard the professional opinions of German critics. Probably by this time t.he authorities at St. Petersburg have learned the opinion of two distinguished officers who, passing through Constantinople on their way home from witnessing the recent military display at Delhi, declared their belief that the Indian cavalry is amongst the finest in the world.
