MEETINGS.

WELLINGTON CITY COUNCIL.

The fornightly meeting of the City Council was held last night week. Present— —His Worship the Mayor, and Councillors FitzGerald, Petherick, Williams, Coombe, Quick, McKenzie, Wilson, Edwards, Richardson, Danks, Smith, and BeDZoni. CORPORATION V. BAT LIS. The City Solicitor reported that the Court of Appeal had decided in favor of the Corporation in this case. NUIBANCES. A report was read from the Inspector of Nuisances relating to defective drainage about certain houses in Adelaide-road. Referred to Public Works Committee. SALE OP PLIMMER’S STORE. The Mayor reported that the sale of Piimmer’s store had realised £BO, and the weighbridge £24. TENDERS. Three tenders were received for the Te Axo reclamation. The lowest (Mr J. Saunder’s) was accepted. Two tenders for the erection of concrete wall inPirie-atreet were received, but as both exceeded the estimate it was decided on the motion of Councillor Richardson, seconded by Councillor Fitz Gerald, not to accept either tender. For the supply of 2000 yards of road metal three tenders were received, two of which were informal ; but as neither of the latter was the lowest, it was decided to accept J. Daley’s tender. The tender of Messrs Baird and Ward for survey of Te Aro reclamation was accepted, their tender being the lowest of two 3ent in. Messrs Baird and Ward’s tender was also accepted for survey of land to be taken in IMountstrset, it beiDg the lowest of two tenders sent REPORT OP PUBLIC WORKS COMMITTEE.

The Committee recommended —1. That proceedings be taken against the nightsoil contractors for a refusal to attend premises. 2. That notice under the Public Health Act be served on Mr Arthur Dorset to abate a nuisance on his premises, corner of Park-street and Tinakori-road, consisting of an accumulation ol offensive rubbish. 3. That notice be given to Mr A. P. Stuart, under the Public Health Act, to abate a nuisance on his premises, Cuba-street, consisting of an accumulation of offensive rubbish. 4. That the patronage of the Council be given to the performance of “ Patience ” next week in aid of the funds of the Wellington Hospital. 5. That an asphalt channel be laid on the south side of Sydneystreet. 6. That an asphalt channel be laid in Martin-street. 7■ That an asphalt crossing be laid across Willis street at the. Albert Hotel. 8. That the proposal to continue the Adelaide-road culvert to Rhodes-atreet be not acceded to. 9, That the application for a lamp in Martin-square be not acceded to. 10. That the request for a drain in Ox-ford-read be not acceded to. 11. That the request for kerbing, channelling, &c., in Austin-street south be not acceded to. 12. That the application for pavement at the north end of Tinakori-road be Dot acceded to. 13. That l£in water service be laid from Dixon-street and a 2in service ftom Cubastreet to Mr James Smith’s property. 14. That consent be given to right of way off Willis-street in section 118 applied for by Messrs Baker Brothers. 15. That consent be given to a right-of-way in section 295, off Moir street, 20ft wide, applied for by Messrs R. Mason and G. Baker, on the usual conditions as to formation, &c. 16. That the resignation by Mr A. Whiteford of the office of Fire Inspector be accepted. 17. That accounts amounting to £l9B 12s 5d be passed for payment. 18. The Committee have further to report they have directed their proposed amendments to the Municipal corporations Bill, to be forwarded to the Premier, who has charge of the Bill. A letter was read from Mr A. P. Stuart m reference to clause 3 of the report. Mr Stuart stated that he was unaware that rubbish was being deposited on his section ; that he would have it removed at once ; and that a board, cautioning people, would be erected. The clause was referred back to the Public Works Committee. On clause 8, Councillor Wilson moved that the word “ not” be struck out. The Mayor remarked that the work would involve an expenditure of LIOOO, which the Council could not afford. The clause was retained as printed. On clause 9, the Mavor moved that the word “not” be struck out. He thought a lamp was very much needed in Martin-square. Councillor McKenzie seconded the motion. He thought several more lamps were required in the city—— in Woodward-street, in Thorndon, and in Cook Wards. Councillor Fitz Gerald referred to the discussion which took place on this question some time ago, when the Council agreed not to have any more lamps erected until the finances were in a position to bear tbe expense. Many additional lamps were required but be was consistent, and thought the ■Council should adhere to its former resolution. Councillor Richardson also opposed the motion. Councillor Williams also opposed the motion, which was then put and lost. The clause as read was retained. On clause 16, Councillor Coombe moved—“ That the sum of £SO be given to Captain Whiteford for past services.” Her referred at length to Captain Whiteford’s services during the last 25 years, fefhis exertions in getting the Manners-street brtvade under the control of the Council, his .collection of £2OO for the erection of the Fire Brigade Hall, and his saving to the Council of D £l2o in the matter of uniforms. He hoped the Council would not say jgood-bve to Captain Whiteford without marking its sense of his services in a substantial manner. Councillor Fitz Gerald rose to a point of order. The proposal was not an amendment to the clause, and therefore couid not be put. The Mayor suggested that the ■clause as printed be allowed to pas 3, and Councillor Coombe’s proposal bo . afterward brought up as a substantive motion. . This was agreed to, and the report as read, with the exception of clause 3, which was referred back, was adopted. RESERVES COMMITTEE’S REPORT. The Committee reported as to unlet portions of town belt That section A (Oriental Bav) be allowed to remain as a quarry reserve; that section H (Terrace district) be allowed to remain as a plantation reserve ; that the sections off Stanley-street and end of Arostreet be let on lease (Government having replied to Engineer’s inquiry that the latter section is included in the town belt) ; that section C is unfenced and bordered Jby the

road, and consequently is of no value to a tenant; that section D (formerly held ..by Mr Neidergeuaeeß, and intended as an addition to Newtown Park) has bet=n referred to City Surveyor for report upon cost of levelling and improving. Councillor Fitz Gerald thought that section D should be planted, but not levelled, as it would look better in its natural state. The hollows might be planted with willows. The Mayor remarked that the depressions might become filled with rubbish and offensive matter. The report was adopted.

CITY SURVEYOR'S RETORT. A discutsion arose on this report as to the constrnction of a culvert in Tasman-street. Councillor Danks nrged that parellel iron pipes be laid down. The Mayor suggested that a small committee be appointed to consider the matter with the Engineer and report. Councillor . Fitz Gerald thought a brick culvert should be constructed, and application be made to Government for a supply of bricks. Councillor McKenzie objected to councillors setting up their opinions against the engineer, and urged that a brick culvert be made as recommended. Councillor Wilson moved, and Councillor Coombe seconded, That the matter stand over to allow of a committee and the Engineer reporting upon it. This was withdrawn, m favor of a proposal by Councillor Petherick, That the drain be constructed of the best totara, and that tenders be called at once, as the work waß so urgent. Councillor McKenzie seconded the motion, as heart of totara was the next best material to bricks, which could not at present be obtained, Councillor Richardson proposed as an amendment, That fresb alternative tenders in brick and wood be called for by Monday next, and that the Public Works Committee receive and report upon, them at next meeting of tbe City. Council. The amendment was put and carried. ACCOUNTS. Accounts amountiug to £790 were passed for payment. MOTIONS. ■ _ On the understanding that the Public Works Committee would make a recommond&tion In the case of Captain W-hiteford, Councillor Coombe decided to let the matter etand over. Pursuant to notice, Councillor Wilson moved “ That the motion passed in Council on the 16th July, 1885, that possession be resumed under the terms of Mr Mark Bird’s lease, of that portion of the section necessary to lay out the road, be rescinded, and that the road be laid out as shown on the plan of the town belt leases from Stanley-street to the Obiro district, between town belt sections twenty-two (22) and twenty-four (24).” Councillor Wilson dilated on the importance of the motion, which, however, lapsed for want of a seconder, QUESTION. Councillor Williams asked whether the Public Baths Committee would send in their report. The winter was advancing and summer would be here soon, when it wonld be too late for anything to be. done.. The Mayor replied that Councillor Richardson had moved for the Committee, and. as soon as that gentleman called the Committee together no doubt a report would be presented. This was all the business.
