REUTER’S TELEGRAMS London, August 27. The Daily News this morning announces that Sir Charles Warren has been recalled to England from South Africa. London, August 26. Three per cent Consols remain at 100. New Zealand securities unaltered. The market rate of discount has advanced by i to I£, and is now -J- below the Bank rate. Colonial breadstuffs and tallow unchanged. London, August 28. Agrarian crimes are now manifesting themselves with considerable frequency in some parts of Ireland, and moonlight outrages have been very numerous in the Tralee district of the County Kerry. A collision also occurred yesterday between the peasantry of Kilkenny and the police. A detachment of the Royal Irish Constabulary, amounting to a hundred men, were engaged iu evicting defaulting tenants, when they were attacked by a mob of sympathisers of the tenantry. "Volleys of stones were directed against the constabulary, who eventually were obliged to charge at the point of the bayonet, wounding a large number of persons, some very severely. August 27.

The weekly returns of the Bank of England show the total reserve in notes and bullion to be L 15,700,000, a reduction ot X/400,000 during the week. The proportion of reserve to liabilities is 45 per cent, being 1 per cent lower than last report. London, August 28.

The New Zealand mails via San Erancisco, dated Auckland, July 21, were delivered here to-day. Three per cent. Consols remain at 100.

New Zealand Securities. —Eive per cent 10-40 loan, 106 f ; 4J- per cent 1879-1904 loan, 103 ; 4 per cent inscribed stock, 100. The Bank rate of discount is 2 pet cent, and the market rate If-. The total quantity of wheat afloat for the United Kingdom is 1,660,000 quarters, being a reduction of 140,000 quarters during the week. Colonial Breadstuffs. Adelaide wheat, ex store, 35s 6d ; off coast, 345; New Zealand wheat, ex store, 28s to 34s ; off coast, 31s 6d; Adelaide flour, ox store, 25s 6d. New Zealand frozen mutton realises 4|d per lb. B’rom the hop growing districts reports of the crop are more satisfactory, the recent rains having had a beneficial effect.

Complaints have been received by the Gl-overnment from Colonel Ridgway and the members of the Afghan Boundary Commission to the effect that the G-overnor of Herat has been tampering with letters addressed to members of the Commission, and also that he has been guilty of rude behaviour towards them.

London 1 , August 30. It is generally believed that the meeting of the Emperors of Russia and Austria at Kremsir has resulted in the reaffirmation of the Triple Alliance.

The Marquis of Hartington, addressing his constituents at "Waterfoot, Lancashire, yesterday, stated that if Mr Parnell and his followers persisted in urging their impossible demands, the Opposition would combine with the Government to place a veto upon their pretensions. The New Zealand Shipping Company’s R.M.S. Aorangi lefc Plymouth yesterday afternoon for Auckland, calling at Teneriffe and Cape of Good Mope en route. The shipment of frozen meat, per Orient s.s. Liguria, has arrived in excellent condition, and is realising Id to per lb. London, August 30.

The cholera epidemic is decreasing in violence in Spain, and also at Marseilles, but at Toulon the disease is spreading, and the number of deaths is on the increase. An outbreak of the disease is also reported at Erivier, in Italy, and great precautions are being taken to prevent its spread in that country. It is probable that an interview will shortly take place between the Marquis of Salisbury and M. de Ereycinet, the French Minister for Eoreign Affairs. Dieppe is mentioned as the locality of the meeting. London, August 31.

Arrived Ship Northumberland, with 14,000 carcases of frozen meat, from Napier (June 4th). London, September 1.

It is announced that M. de Ereyeinet has requested the English Government to make a full inquiry into the circumstances attending the reputed death of Oliver Pain. The statistics up to the present time give the mortality in Spain from the cholera as 83,000. Rio de Janeiro, August 26.

The New Zealand Shipping Company’s R.M.S. Rimutaka arrived here from New Zealand last evening, with her meat cargo in good condition.

London, August 27.

A reconciliation has been effected between Messrs Parnell and Davitt, their difference of opinion on certain matters in connection with the control of the Land League having been adjusted. The leading Tories are urging candidates for Irish constituencies to disavow Mr Parnell as their leader.

Owing to representations made by Prince Bismarck, Russia has abandoned the idea of endeavoring to throw discredit on the Tories respecting their negotiations for a settlement of the Afghan difficulty, so as to injure them jjat the forthcoming elections. If the Tories are defeated it is expected that Russia will seize Herat.

London, August 28.

Sir Alexander Stuart, Premier of New South Wales, in a letter to the Pall Mall Gazette, opposes Earl Grey’s Eederal Council scheme. As an outcome of the meeting between the Czar of Russia and the Emperor of Austria, it i 3 believed that the latter Power has agreed to enforce the neutrality of Turkey towards Russia.

London, August 29.

The meat ex the s.s. Liguria is realising 4d per lb. The wheat market is inactive, and quotations are unchanged. Harvest operations are proceeding favorably, and two-thirds of the crops have already been ricked. The yield is slightly over the average. The reports on the hop crops are unfavorable.

London, August 30.

In an electioneering address the Marquis of Hartington denounced fair trade and the compulsory division of the land.

London, August 31. The telegraph companies interested are hesitating about agreeing to the proposed reductions if the German scheme of charges, now before the Conference, should be fiually approved of.

London, September 1. The steamer Port Darwin sailed on the loth instant for Sydney, taking

300 men as reliefs for the vessels belonging to the Australian squadron. Sir Robert Hart, who was recently appointed to the position of British Minister at Pekin, has resigned that appointment, and will resume his former office of Chinese Commissioner of Customs.

Mr W. G. George, of Birmingham, the champion amateur long-distance runner, has defeated Mr W. Cumings, of Paisley, the celebrated long-distance man, in a mile race.

Sir M, W. Ridley, M.P. for Northumberland North, has been appointed Einancial Secretary to the Treasury.

The Governments of Germany and Austria have expressed themselves as adverse to the proposal of the Anglo-Turkish Military Convention, by which the Sultan agreed to send troops to garrison Suakim. The Standard states that the Sultan has now declined to carry out the conditions of the alliance, and refuses to send Turkish troops to Egypt. It is rumoured (that King Alphonso of Spain has resigned the colonelcy of the Uhlan Kegiment, which was conferred upon him as a mark of special honor during hia visit to Germany.
