TRUSTEESHIP COUNCIL TEMPORARY BODY PROPOSED (Recti. (>.30 p.m.) LONDON, Oct. 29 The executive committee of the United Nations Preparatory Commission lias issued a draft report of 2.50 pages t-o be discussed by the Preparatory Commission.
On the question of trusteeship, the report recommends the establishment of a temporary Trusteeship Council, on which New Zealand would he represented. The permanent council cannot he formed until certain territories are placed in trusteeship. The re|)ort recommends that the International Court of Justice should he established at The Hague as soon as possible. The recommendations are cautious on the subject of the transfer of functions of the League of Nations. The report advises that the transfer should be made, but with strong qualifications. Firstly, it should not involve political questions, and, secondly, on the economic side, it should he limited to such work as "the United Nations might wish to continue." The problem of separating the finances of Jhe International Labour Organisation from those of the League is reserved for further consideration.
