Thus, adds Hit: correspondent,, the Truman Administration not only concedes the right of the Russians and other Allies to take part in discussions on policy for Japan, but has taken the initiative in establishing machinery for the purpose. However, the issue has arisen over whether the suggested commission would be a control commission authorised to outline the policy of the occupation forces, or have merely advisory fund ions. The United States view is that the role of the other Powers should he advisory and that American policy should prevail in the event of disagreement. Tlu> tinted States suggestion has met a varied reception. The British suggested that the commission include the Dominions and other nations, such as ihe Netherlands, which fought Japan. New Zealand and Australia are understood to have stated that they should have a role somewhat more than that of an advisory one. A cablegram from London published yesterday said the Soviet Foreign Minister. M. Molotov, surprised the Council of Foreign Ministers by raising the question of an Allied Control Commission for Japan. He criticised the American handling of the situation and urged that control of Japan should be in the hands of a commission of the Powers which, in the Russian view, had contributed most to victory in the Far East, namely, Britain, America, Russia arid China.
