OCCUPIED AREA WILL WITHDRAW 1 JAPANESE INFORMED MUST MAINTAIN OBDEB NEW YORK, Aug. 21 The Tokyo communique concerning the Allied occupation of Japan states that in order t6 facilitate the Allied landings Japanese forces have been ordered to withdraw as promptly as possible in Chiba, Kanagawa, Yamanashi and Shizuoka prefectures to within a line linking the east bank of the Kamogawa River, Chiba City, Tamagawa River estuary, Fuchu, Hachioji, Otsuki and the southern end of Izu Peninsula. Two divisions of naval police will reinforce the local police and gendarmerie in the occupied area. The Domei news agency states that the Japanese Army, Navy and Air Forces will be transferred immediately from the Atsuggi and Yokosuka areas, where a sufficient strength of police and gendarmerie will be stationed to maintain peace and order. Because of the withdrawal of the large Japanese garrison from the first Allied occupation area, the use of railways by general passengers and Workers in the affected areas will be prohibited. All Government services will continue, including the distribution of food. The Japanese Government has issued A non-fraternisation order stating that the Army and Government is assuming full responsibility for supplying living Quarters and food to_ the Allied landing forces. It is emphasised that there mil he no contact between the general public and the Allied landing forces. The occupation will be carried out peacefully and in a friendly manner, in accordance with arrangements with the Allied forces, says the news agency. Therefore the people, especially civilian Government workers in the affected areas, must not create unnecessary apprehension. They must maintain order and carry on as in normal times.
