1 DOSSIER CIRCULATED ACTION JY RUSSIA INFORMING NEUTRALS - By Telegraph—Press Association Copyright (Reed. 12.5 a.m.) LONDON, Oct. 12 The Soviet Government is issuing to all neutral Governments an illustrated "Rogues' Gallery" o* German war criminals to facilitate the trapping of wanted Germans if they cross the frontiers or escape by air. This is the first practical step based on police methods taken by any member of the United Nations for the apprehension of individuals. The list will bo the first of a series and will contain 1000 names, not only of notorious Nazis, but also of comparatively unknown men against whom Russia desires to bring charges. The first neutral to receive a dossier was Sweden, Portugal has informed the British Government that she will not be granting asylum in her territory to permit war criminals to escape the decisions of national or international tribunals competent to try them. This was announced by Mr Richard Law, Minister of State, replying to a Mouse of Commons question. All neutrals had now made clear their intention to refuse asylum to war criminals.
