ARMY CADRES

TERRITOEIAL FOECE FORMATION BY NOVEMBER USE OF NEW GROUNDS The officer commanding the Northern Military District, Brigadier P. H. Bell, D.5.0., stated yesterday that it was not possible to give the exact date of starting the newly introduced system of cadre training planned for the Territorial Force. However, it is hoped to have all the cadres in the Northern Military District, which will involve the mobilisation of about 1400 officers and other ranks, functioning by November 1. Brigadier Bell also stated that it would probably be necessary to make use of some grounds in addition to those racecourses already being used as camps. This situation would exist until the end of the year, by which time it was hoped that some, at any rate, ot the temporary camps, including racecourses, would be discarded. The cadres would then be accommodated in permanent quarters. Since the cadres were to carry out the training of recruits, the camps to be established would also have to accommodate the recruits. However in addition to the training of recruits for their own unit individual members of the cadres would themselves be given advanced training in their own particular branch of the service. Ultimately, therefore, there should lie in the cadres a very highly trained nucleus of officers and other ranks on which the various units could be built. , Jn making the selection, of personnel for the cadres, officers commanding units would take into consideration the out-of-camp training requirements of the men who had passed the recruit stage and who were required to perform each year 60 hours 1 training over and above the two months' collective training. The aim would be to select an ideal cadre. At the same time, because officers would have regard for such factors as the status and employment of various men, it would be possible to have a number of good officers a.nd non-commissioned officers outside the cadre who would be able to attend to the out-of-camp training of their respective units, assisted by area staffs.
