REJECTION OF PROTEST
CHECK ON REFUGEES WASHINGTON, June le Germany yesterday formally delivered to the State Department a strong protest against the expulsion of consular officials charged with violation ot the treaty of commerce and Iriendship ol 192-». Mr. Sumner Welles indicated that it would be flatly rejected. The State Department, has instructed American representatives in all parts of the world to refuse- visas to refugees with close relatives in Germany or German-controlled territories. I his is a departure from the traditional policy of providing refuge for the oppressed. and is due to the Na/,i custom of forcing refugees to become spies through threats or actual torture of close relatives,
