THE GERMAN NAVY The appointment of General von Caprivi as Chancellor of Germany 50 years ago in Bismarck's place was interpreted as tho first move toward an effort to build up the German navy to tho, standard of tho British Fleet. Tho following is an extract from the Nkw Zealand Herald of March 29, 1890: '/It is believed that tho reason which induced the Emperor to appoint General Von Caprivi in succession to Prince Bismarck was a desire to raise the Germain navy to an equality with that of England, Von Caprivi formerly having been at tho head of the German Admiralty. Tho Kaiser assured tho Prince ol Wales, who is visiting Berlin, that he desired to foster the closest relations between Great Britain and Germany. It is also stated that at tho parting with Prince Bismarck the Emperor was effusively cordial and repeatedly kissed and embraced the retiring statesman."
