This unanimity will come. If, amid war, France had offe'red the spectacle of a cascade of Governments, enemy propaganda would have denounced the failure of our democracy. "The real risk is not in favouring the enemy's propaganda, but in favouring the execution of his plan. He gambles 011 our internal break-up, enabling military action to be taken at a minimum of cost. "The Government's duty is clear--make war on all fields. The situation might change at any moment, but France will not be invaded, will not be' surprised, and will not be lett unprotected.
