QUESTIONS OF DEFENCE (Received March 6, 5.35 p.m.) WASHINGTON, March 5 When interviewed by journalists to-day, President 'Roosevelt said it would be silly to acquire more territory to defend the Panama Canal, but he urged the need for Congress to speed the .construction of a-third set of locks. The comment arose from reference to the resolutions before Congress suggesting negotiations with Britain for the cession of possessions in the Caribbean Sea as part payment of war debts.
