QUESTIONS OF DEFENCE (Received March 6, 5.35 p.m.) WASHINGTON, March 5 When interviewed by journalists to-day, President 'Roosevelt said it would be silly to acquire more territory to defend the Panama Canal, but he urged the need for Congress to speed the .construction of a-third set of locks.
