LABOUR MEMBER RESIGNS A (Received February 9, 5.6 p.m.) LONDON. Feb. 8 The Labour member of the House of Commons for the Silvertown division of West Ham, Mr. John Joseph Jones, has resigned his seat on account of poor health. In the East Belfast by-election, the Conservative candidate, Mr. H. P. Harland, was returned unopposed. He replaces Captain Herbert Dixon, now Lord Glentoran.
