MT. ALBERT DECISION « _____ LIVELY COUNCIL MEETING MAYOR AND A MEMBER RULING ON POINT OF ORDER Lively discussion followed a proposal by tho Mayor, Mr. H. A. Anderson, to refuse Sunday play on tho Edondalo Bowling Club's greens when the question was raised at a meeting of the Mount Albert Borough Council last night. The secretary of tho club wrote asking for permission to play on Sundays, at it was thought that if the greens were made available for play on that day the club would benefit from an increase in membership. The Mayor pointed out that tho greens were leased to the club by the council and in an agreement made about a year ago it was decided thero should be no play on Sundays. Apart from any other reasons, the Mayor thought the club should abide by the agreement, as no objection was raised at the time. All except two councillors expressed views on the subject, after which Mr. EL Kayes proposed an amendment that the matter should "be deferred pending a full meeting of the council. Tho Mayor refused to accept the amendment, ruling that Mr. Kayes was not allowed to speak to the motion at that stage as he had already used his opportunity. This caused a lively interlude in the proceedings, Mr. Kayes protesting that he was in order in proposing the amendment.

Mr. J. Nixon then proposed the amendment. Mr. Kayes seconded it, but tho Mayor ruled him out of order, declaring that, as he had already spoken to the original motion, he was not entitled to second the amendment. Protests by Mr. Kayes were overruled by the Mayor, who looked up the rules and quoted the clauses supporting his rulings. No other seconder came forward, and the amendment lapsed. Tho motion that Sunday play should not be allowed was declared carried on the voices.
