CONSECRATION BY POPE^

(Received October 30. 5.5 p.m.) VATICAN CITY, Oct. 21.

For the first time in history, the Pope consecrated negroes to-day, when Joseph Kiwnnuka, from Uganda, and Ignacius Ramnrosnndrntana, from Madagascar, were made missionary bishops. ' ' Other bishops consecrated to-day included Hindus, Chinese, Italians, Swiss, Germans, Danes and Mexicans. The Pope urged a strict observance of the Decalogue in view of the international situation. .
